Selective RULE on RMA! I need help....

I have an old defective i3 4130 with is about to end its
warranty by next month (april 2017)  but INTEL  is not accepting it.

 

I have the complete info. such FPO/ATPO but the denied my
RMA request, because I don't have a invoice nor documents to show a proof of
purchased.

 

how come many people can claim RMA without any proof of purchase, and even some of my former items were allowed RMA even without receipt/invoice? 

It seems their RULE is selective and bias, It applies to some but not to all, how come?
